Building State Justice Communities

In 1995, the Legal Services Corporation (LSC) began a process to reshape legal services delivery systems on a statewide level to ensure that legal services programs were maximizing their limited resources through the creation of statewide justice communities. The goal of the State Planning process is to build comprehensive, integrated, client-centered, statewide civil legal assistance delivery systems. "Building State Justice Communities" examines the effects of the state planning process on eighteen states and illustrates how the state planning process has consolidated and strengthened many state's legal services communities. This report provides comparative state maps to illustrate program consolidation from 1998-2001 in addition to commentary detailing the specific circumstances under which each state pursued changes in it's delivery system. The report concludes by discussing some of the important lessons learned by people involved in the state planning process various models and initiatives pursued by select states.
