The Legal Services Corporation (LSC) published "State Planning: A Five Year Overview" to provide an overview of the history of state planning as well as illustrate how state planning has improved the delivery of legal services to low-income people. In 1998, LSC began to reshape legal services delivery systems on a statewide level to ensure that legal services programs were maximizing their limited resources through the creation of statewide justice communities. This process, as indicated in the report, sought to "radically revise the way legal services programs operated, moving them from a marginal role in a state's justice community to a centerpiece function that delivered services in a linked collaboration with other stakeholders." The report also documents many successes that resulted from State Planning such as increased resources, increased client access to a full range of legal services, and greater support for developing leadership and supporting diversity. The appendix includes pertinent LSC program letters as well as a map and chart illustrating how programs were consolidated through the State Planning process.
