The Judicial Council of California's Task Force on Self-Represented Litigants published a "Statewide Action Plan for Serving Self-Represented Litigants" to provide recommendations to the Judicial Council and the California State Bar on ways that California's court system can increase access to judicial system for self-represented litigants. The report offers eight initial recommendations to increase access for pro se litigants which include an increase in staffed self-help centers throughout the state, increased support for self-help services, an increase in allocation of resources, judicial branch education, public outreach and education, allocation of court facilities, exploration of new funding strategies, and the implementation of the report's statewide action plan. Each recommendation is followed by a detailed action plan that provides pragmatic guidance on implementing each recommendation. The Judicial Council approved the "Statewide Action Plan for Serving Self-Represented Litigants" in February 2004.
