Community Legal Services Program in Arizona identified an emerging client legal need in the form of increased requests for assistance with foreclosure fraud and predatory lending issues. The program brought this request to the attention of the Volunteer Lawyers Program (VLP). VLP asked a large Phoenix law firm, Snell & Wilmer, to prepare a manual that could be used by both volunteer attorneys and legal services staff. The result was a written manual titled "Maintaining Diverse Communities by Protecting Homes: Preventing and Combating Home Scams" that is now being used to address this legal need throughout the state. The manual covers litigating equity skimming cases, overview of equity scams, excess proceeds recovery, home loan regulations, state enforcement actions in response to foreclosure rescuer scams, HUD approved housing counseling agencies in Arizona and many related topics.
