Legal Aid of Western Missouri (LAWMO) just received partial funding to implement a Low-Income Taxpayer Clinic (LITC) from the Internal Revenue Service. The goal of the clinic is to provide tax education and outreach to individuals who speak English as a second language (ESL) or who have limited English proficiency. The emphasis of the project is on the rights and responsibilities of U.S. taxpayers.
The clinic assists ESL taxpayers within LAWMO's 40-county service area. Examples of topics covered by the LITC are: who must file federal taxes; who should file; where, when and how to file federal taxes; Individual Taxpayer Identification Numbers (ITIN) and Earned Income Tax Credit (EITC).
Presentations and clinics are conducted at various community sites in order to make assistance more available to those with no means of transportation. Presentations are available in English, Spanish and other languages as requested.
Taxpayers in need of legal representation are referred to a pro bono panel consisting of attorneys carefully selected from LAWMO's Volunteer Attorney Project (VAP). The LITC does not do tax preparation, but refers people needing free tax preparation assistance to Volunteer Income Tax Assistance (VITA) sites and the Taxpayer Assistance Centers at the local IRS offices.
