In July 2001, Legal Services NYC developed the "Keeping Families Together" Program. "Keeping Families Together" is a holistic program to provide citywide neighborhood-based and social work services for families whose children are at risk of, or are in, foster care. This initiative is intended to address the extraordinary need for increased and high quality resources to represent parents in child protective proceedings in family court in New York City. The "Keeping Families Together" initiative has allowed legal services programs to expand services to assist parents in child protective proceedings.

In the Spring of 2007 this program was expanded through funding from  the City of New York to open the Brooklyn Family Defense Project, whose mission is to defend families in child abuse and neglect proceedings, and related matters, in Brooklyn Family Court.
