Kansas Legal Services (KLS) conducted a statewide assessment to determine the level of unmet legal needs for low-income people residing in Kansas. KLS partnered with the Kansas Equal Access to Justice Committee and the Sociology Department at the University of Kansas to conduct the study. The study collected data from a variety of service providers throughout the state as well as information from the state's low-income residents through in-person interviews.
The goals of the study were to identify the legal needs of low-income people in Kansas, determine whether these needs are being met, and determine the level of awareness among low-income people in Kansas of the services that are available to assist them in addressing the identified problems. The report found that roughly 80% of low-income people in Kansas reported having at least one legal problem in the 12 months prior to the legal needs survey. Housing, family law, and consumer law issues were most prevalent among the respondents. The study also found that respondents sought legal help for approximately 1/3 of their legal problems from sources that included KLS, hotlines, private attorneys and more.
