Utah Legal Services (ULS) implemented a staff performance evaluation system that provides ULS employees, both support staff and attorneys, with a performance based annual bonus ranging from $0-$1200. Management rates staff members work performance on a 1-3 scale: 1-needs improvement; 2-competent; and 3-exceptional. Employees who perform exceptionally well receive a substantial bonus, employees who perform competently receive a modest bonus, and employees who need improvement do not receive a bonus. ULS' Personnel Manual indicates that no more than 50% of staff may be ranked in the highest category and ULS has found that, in practice, the percentage is typically around 30%.
To facilitate this evaluation process, ULS draws upon employee expectations established for each position and these expectations include a job description, expectations on case load size, methods for handling cases, and expectations on office performance. In evaluating an employees' performance, ULS management considers a variety of factors which include day to day work, case reviews, court appearances, and written feedback from supervisors. Staff members also complete a self-evaluation as part of their review in addition to reviewing their supervisor. To add objectivity to the process, staff members are evaluated by a local office manager and also by a substantive area task force chair. Disagreements in rating are resolved at a management meeting at which all staff evaluations are shared and discussed. The Director and Deputy Director are evaluated by ULS' Board of Directors. Upon completion of the evaluation, the Board provides feedback to the Director and Deputy Director.
