Information System Legal Aid Network Statewide (ISLANS) is Legal Aid Society of Hawaii's (LASH) one tier hotline and intake system. Intake staff members answer calls, screen for eligibility, provide advice, and make referrals or gather additional information for the provision of a brief service or full representation by a LASH attorney. LASH integrated and coordinated their intake system with a number of other legal services providers to ensure that callers are connected with the agency that can provide them with the best possible service to meet their needs. ISLANS is comprised of the Domestic Violence Clearinghouse and Legal Hotline, University of Hawaii's Elder Law Program, Volunteer Legal Services, Native Hawaiian Legal Corporation, Life Foundation, Na Loio, Mediation Center of the Pacific, Hawaii Disability Rights Center as well as a number of additional social service providers.
Five to seven intake staff members work during each of the two shifts from 9:00-11:30am 1:00-3:30pm, Monday - Friday. Intake staff consists of attorneys, paralegals, and law students all who work intake part-time. Roughly 70% of calls to ISLANS receive counseling and advice, 15% to 20% are referred to the brief services division, and roughly 10% receive full representation. Roughly 45% of callers are referred to other agencies because they have conflicts with or are not eligible to receive services from LASH. Daily, the supervising attorney reviews every new docket.
LASH conducted intake on a trial basis via videoconferencing with equipment installed in rural offices and partner agencies. In March 2003, LASH will begin to provide services and conduct intake via videoconferencing on a regular basis.
