11 Touchstones of Regional Intake Systems

Pennsylvania's state planners developed touchstones for regional intake systems to ensure that Pennsylvania's delivery network maximizes client access, efficient delivery of advice and services, and high quality assistance. These touchstones are intended to guide the development of Pennsylvania's intake systems into an integrated statewide system. Once these touchstones were developed, Pennsylvania's state planning committee sent surveys to Pennsylvania's legal services providers to evaluate the current state of Pennsylvania's intake systems and determine whether or not each system complied with the recently developed touchstones. In addition, Pennsylvania's state planners "charged" programs to implement these touchstones as well as the characteristics established in LSC's Characteristics of Telephone Intake, Advice, and Referral Systems.
