The National Asian Pacific American Bar Association's (NAPABA) report, "Increasing Access to Justice for Limited English Proficient Asian Pacific Americans" identifies the challenges that Asian American and Pacific Islanders (APAs) are facing with limited English proficiency (LEP) and documents the scope of the problem. The report also discusses the state of the law regarding the rights of LEP individuals in judicial proceedings. Additionally, the report surveys the efforts that various states have made to address LEP issues in their courts The report concludes with a set of recommendations to be implemented to increase access to justice for LEP individuals.
The NAPABA report accomplishes three goals: (1) It identifies successful efforts that have improved access to judicial and administrative proceedings for LEP APAs; (2) it provides recommendations on how others can use these records of success, or "best practices", to improve access to judicial and administrative proceedings nationwide for LEP APAs; and (3) it identifies individuals, both program managers and advocates, who have played a role in creating and improving these successful efforts and are resources for others.
