I have consulted for LSC in a variety of ways (in addition to working for the Corporation twice for a total of 8 years, as Regional Counsel to the Denver Regional Office [1980-84] and as Director and Vice President for Program Operations [1994-1998]). I have facilitated several LSC conferences, including the Technology and the Future of Legal Services Conference in 1998, the Migrant Delivery Conference in 2000 and the Creating Client-Centered State Communities of Justice Conference in 2001.

I have also under contract with LSC conducted a number of evaluations and other program interventions. I helped design and provide training for the first Peer Review System developed for the Comparative Demonstration Project in 1993.

If applicable, please write a brief paragraph about your history as a consultant for other organizations involved in the delivery of civil legal assistance, including local, state, and national organizations (NLADA, ABA, MIE):

Over the years, I have conducted a large number of trainings for various national organizations including NLADA, the ABA and MIE. I have provided training in program management; technology management and planning; use of private attorneys; ethics; strategic planning; development of hot lines; program evaluation; training; and related topics.

I have also facilitated a number of meetings and planning processes for national and state organizations, including facilitation of state planning meetings in a variety of states. I have worked directly with scores of legal services programs and legal services support centers with a variety of issues related to the effective delivery of legal services to low income persons. I have conducted statewide evaluations of legal services delivery systems, pro bono systems and statewide technology systems.

Brief paragraph regarding other consulting experience:

Assisted state probation departments and state courts-at the trial, appellate and Supreme Court level-with strategic planning and conflict resolution. I assisted in the creation and evaluation of a legal aid program in Karelia, Russia. Co-authored a manual regarding assistance with creation of legal aid and criminal defense programs in developing nations.
