CONSULTING EXPERIENCE

Years of experience as consultant:

I worked as Program Counsel for LSC from April 1995 to April 1998. Since leaving LSC, I have done consulting concerning the delivery of legal services (see below).


If applicable, please write a brief paragraph about your history as a consultant for LSC:

As Program Counsel at LSC, my responsibilities included oversight as state-responsible person of LSC-funded programs in California, Texas, and a number of other states; leadership of LSC's initiative to promote centralized telephone intake and delivery systems, including evaluating new intake systems and writing reports which were disseminated to the field; and helping design and implement LSC's competitive grant process. In the course of that work, I conducted numerous capability assessment visits of LSC-funded programs and evaluations of LSC-funded programs and other applicants for LSC funding in the competition process.

As a consultant, I was an outside reviewer in the 1999, 2000, 2001, and 2002 Competitions. I also conducted on-site visits of programs and applicants in California, Mississippi, and Florida; participated on 3-member review panels in competitions for service areas in Virginia, Louisiana, and Michigan; and provided feedback concerning the competition review system. I also was a member of a team that evaluated Neighborhood Legal Services (Pittsburgh area) for LSC in 1985.

I have worked as a consultant for the Michigan State Bar Foundation, conducting evaluations of three Bar-funded programs in 1999 and 2000. I worked as a consultant for Legal Services of New York in evaluating Brooklyn Legal Services Corp. in 1999.
