Legal Interpreter Project (LIP)

Asian Pacific American Legal Resource Center (APALRC) - 050005

Abstract Number: 050005

February 2005

The Asian Pacific American Legal Resource Center (APALRC) developed the Legal Interpreter Project (LIP), a cost-effective and community-empowering program, through which appropriate language services can be provided to individuals seeking legal assistance. Interpreters for LIP are recruited from the community, pre-screened through a phone interview, and then invited to attend a two-day training program. Those attending the training program are assessed on their communication and interpretation skills. Candidates are also interviewed and given oral and written tests to assess their proficiency levels. APALRC interpreters are compensated for their services.

The Legal Interpreter Project was developed to ensure that language would not be a barrier for those seeking legal assistance. Currently, there are 39 interpreters available to respond to various interpretation and translation needs. In addition to assisting with attorney-client communication, APALRC interpreters have assisted in interpreting for client meetings with government agencies, translating written legal documents, interpreting at community workshops and even handling assignments for the private bar. Thus far, LIP has responded with assistance on over 250 assignments since it was founded in 2001.

In response to queries from groups all over the country, APALRC has developed a manual entitled, "Ensuring Meaningful Access to Legal Services: A Model for a Legal Interpreter Project." The manual is an excellent source for replicating APALRC's Legal Interpreter Project. To access the entire manual, please click on the link below.
